The flag of the European Union consists of a circle of twelve golden stars on a blue background. The number of stars does not correspond to the number of EU member states. The flag is based on the flag of the Council of Europe, but later became known as a symbol of the EU. The blue color symbolizes unity, stability, and trust, while the golden stars represent unity, completeness, and solidarity. The flag was first officially introduced as a symbol of the European Union in 1986. It was first raised on May 29, 1986 in front of the Brussels headquarters of the European Community.

When failing to comply with the rule, the violators must remove the picture immediately, as well as pay a minimum fine of €2000 (two-thousand euros) per photo.
